Captain Rahul Bali is an internationally recognized Filmmaker, Indian Army Veteran, Entrepreneur, Festival Curator and Strategic Communications Leader with more than three decades of experience in the fields of Cinema, Media, Entertainment, Tourism Promotion, Investment Facilitation and Cultural Diplomacy and has significantly contributed to strengthening India’s global cultural footprint.

A graduate of the prestigious National Defence Academy (NDA) and Indian Military Academy (IMA), he served with distinction in the Indian Armed Forces from 1995 to 2000 before embarking on a remarkable journey into cinema, international festivals, and cross-border cultural engagement.

Today, Captain Bali is one of the leading voices in India’s soft-power diplomacy movement - widely regarded as one of India’s leading practitioners of destination storytelling through cinema and large-scale public engagement.

Captain Bali has successfully leveraged Bollywood & Cinema, Film Festivals, Sporting Events, Investment Summits and International Collaborations to promote destinations, attract investment, enhance tourism and strengthen bilateral relationships across India and the world.

Captain Rahul Bali made cinematic history as the Producer of Love in Vietnam—the first-ever feature film co-produced by India and Vietnam. The landmark project was officially launched at the prestigious Cannes Film Festival 2024, followed by its grand world premiere at DANAFF 2025 in Da Nang, Vietnam, where it received widespread international acclaim. The film further earned the distinguished Best Asian Film Award at the Seoul Global Awards 2025 in South Korea.

Starring celebrated Indian actors Shantanu Maheshwari and Avneet Kaur alongside Vietnamese superstar Kha Ngan, and featuring Bollywood veterans Raj Babbar, Gulshan Grover, and Farida Jalal, Love in Vietnam stands as a landmark cinematic collaboration celebrating the shared cultural spirit and friendship between two ancient civilizations.

Widely praised for blending storytelling with diplomacy, Captain Bali’s productions have emerged as catalysts for tourism promotion, cultural exchange, and strategic bilateral engagement.

He is also a key producer of SILAA, another ambitious Indo–Vietnamese cinematic collaboration directed by National Award-winning filmmaker Omung Kumar. Featuring Harshvardhan Rane, Sadia Khateeb, and Karanveer Mehra in lead roles, the film has been shot across iconic locations in India and Vietnam and continues Captain Bali’s vision of using cinema as a bridge between nations and cultures.

Captain Rahul Bali is the Founder and Curator of the Indian Film Festival Worldwide (IFFW), an internationally respected platform that has successfully showcased Indian cinema and culture across more than 15 countries including Russia, Hungary, Poland, UK, Kenya, Australia and Vietnam.

Under his leadership, IFFW has evolved beyond a film festival platform into a global movement promoting cultural dialogue, tourism collaboration, business networking, and grassroots diplomacy.

International Collaborations & Diplomacy

In a major diplomatic and cultural milestone, Captain Rahul Bali signed a landmark Memorandum of Understanding (MoU) with the Government of Vietnam for collaboration on his Bollywood films Love in Vietnam & SILAA as well as the Namaste Vietnam Festival.

The agreement was formalized in the esteemed presence of The President of Vietnam H.E. Tô Lâm and Chief Minister of Maharashtra Devendra Fadnavis, along with senior leaders from both nations including Culture & Tourism Minister of Vietnam H.E. Ho An Phong & Ambassador of India H. E. Tshering Sherpa in Mumbai on 7 May 2026.

The collaboration forms part of the celebrations commemorating the 10th anniversary of the Vietnam–India Comprehensive Strategic Partnership and reflects Captain Bali’s growing role in strengthening bilateral ties through cultural diplomacy.
